Consultants picked for ND oil refinery study

BISMARCK, N.D. — Three companies have been picked to study whether it would be profitable to expand North Dakota’s oil refining capacity.

North Dakota is the nation’s fourth-largest oil producer, but the state only has one refinery — Tesoro Corp.’s refinery in Mandan.

The North Dakota Association of Rural Electric Cooperatives is managing the study. It’s being financed by a $415,000 federal grant.

A steering committee picked the Corval Group of St. Paul, Minn., to conduct the study with two partners, Purvin & Gertz Inc. and Mustang Engineering of Houston.

The study will first consider whether it would be profitable to expand North Dakota’s refining capacity. If that phase looks promising, the study will explore the project in more depth.
