WALES, Wis. - After struggling for years to treat young criminals in razor wire-ringed institutions, states across the country are quietly shuttering dozens of reformatories amid plunging juvenile arrests, softer treatment policies and bleak budgets.

LONDON - The final results in Britain's election show that the Conservatives won 306 seats, while Labour earned 258 and the Liberal Democrats 57.

LONDON - Conservative leader David Cameron says he is ready to govern Britain and is putting forward a "big comprehensive and open offer" to the Liberal Democrat party to help him form a government.

LONDON - British Prime Minister Gordon Brown made a bid Friday to stay in office after Britain's indecisive election, saying he is prepared to speak to any other party about forming an alliance.
